Philmont Beautification, Inc. is a Local Program Administrator grant recipient of three New York Main Street program awards (2005-2007 & 2007-2009, and 2010 to 2012) funded by the New York State Housing Trust Fund Corporation totaling over $700,000.00 aimed at providing 50% matching eligible reimbursement funds to participating property owners for façade restorations and building renovation projects within the Main St. Program target areas.

Main St. Building Projects 2006-2011

As of December 2011 the Main St. Program has financially assisted over 18 program projects located in the downtown corridor.  Private property owner investment combined with Main St. Program funds bring a total of over 2M invested into building renovations and storefront facade restorations, providing increased local employment, new business, and renewed activity to the Main St.                                                                                     

The PB Inc Main Street Program is aimed at restoring one building, one storefront at a time to revitalize economic health and vibrancy to the Village of Philmont, providing increased small business employment opportunities, local contractor involvement, small business development, and a reinvestment of pride in the community. Priority is given to buildings that have experienced sustained physical deterioration, decay, neglect, or dis-investment, and are located in a concentrated area that have a significant number of substandard buildings, vacant residential LI rental units and/or commercial storefronts.

Completed in 2006PB Inc. additionally provides Main St. Program services for architectural preservation technical assistance, design technical assistance, property structural inspections, NY State Historic Registry inventory reports, lighting for storefronts assistance, and where appropriate, partnerships with NYSERDA for arriving at green energy solutions.

Applications for grant assistance are received on a open round basis, are scored based on program criteria by a Selection Review Committee for grant assistance awards of eligible costs for proposed façade restorations, and eligible program costs for interior building renovations combined with match funds from participating property owners.  Approved applications must be processed before work starts, and all reimbursement of awarded funds are based on completed projects.

Richardson Hall a senior assisted living project gets a lift 20092012 will see $60,000 invested in Streetscape improvements advised by the Streetscape Selection Team chaired by Mayor Clarence Speed, Mary Prazma, Chair of the Philmont Planning Board, Charlie Nichols, local historian.  Join this committee if you would like to participate by calling PB Inc at 518 697 0038.

 

Local 111, a 2006-2007 Main St. Program re-adapt project turning a previous auto shop into a wildly successful, Zagat rated, organic farm-to-table restaurant designed and owned by architect Linda Gatter of Gatter Associates, Philmont.  Visit Philmont to taste and enjoy Chef Josephine's menu of seasonal farm-to-table locavore delights.

The PB Inc Main St. Program offers many avenues for community participation, from joining a program Selection Committee to sitting in on a meeting.

A Selection of buildings assisted with NYMS renovation funds:

105 Main St.   Restoration of a multi-family affordable housing renovation project involving restoring the roof, porch, replacing the railings, restoring the garden pathway, and general landscaping.

  102-104 Main St.  A double storefront restoration of a circa 1800's mixed-use Main St. building, including renovations of affordable housing apartments, including a new affordable housing apartment built at the back of the building, and the restoration of two new storefront facades restoring the building to it's original usage on the Main St.    Keep checking back for updates as this project progresses.                                                              

 

 

 

 

 

113 Main St.  A green energy efficient building renovation project including a facade shopfront re-design creating a Victorian-styled storefront building to house PB Inc offices and Resource Center to provide walk-in offices for continued community development programming and micro-business economic development programming.  The building is ADA compliant and includes green energy elements such as a geo-thermal heating/cooling system  with a radiant heating supply system, an energy-star roofing, and use of reclaimed building materials reducing the landfill by over 40%.
